New user setup

I have recently added a user on this computer running Windows XP. The new
user has access to all programs but the Office programs - Excel, Word, and
Powerpoint. User does have access to MS Access. Whats up?

doesn't have access? Can he see the shortcuts? if so, what error message
does he get? Did he try launching the applications directly from C:\Program
Files\Microsoft Office\Office(XX) ?

when I double click, I get the following:
"This application must be installed to run. Please run setup from the
location where you originally installed the application." This is what I
don't understand. Why would I need to re-install a program that is working
fine in my log on? I did not have this problem the last time I added a user.
