In general no, because SharePoint designer will be useless without a
SharePoint server. Currently you would need a fully licensed Windows
Server 2003 to be able to run SharePoint. It's an impractical setup for
many SME's because you can't run SharePoint and Frontpage extensions on
the same server (without hacking and host headers) and it's also not
compatible with Visual Studio 2005 (which requires Frontpage extensions
to be able to publish over HTTP which is what the web is all about).
