Newbie: Project 2003 Resource levelling - How to order and keep summary tasks together?

Folks,

I have several newbie questions:

I have a project with 15 summary tasks, each of which is comprised of many
smaller tasks.

1. I want to level resources, yet maintain the order in which the sumary
tasks are worked on. How do I do this?


2. Project Viewer.

Is there a free viewer available form Project 2003 files?
My team members only need to view the gantt charts and we cant afford to
buy Project for all of them.
