Newly created 'top outline level' task doesnt appear in drop down

When I create a new 'top outline level' task, and after the approval and
republishing, the new 'top outline level' task appears in the schedule. But,
when I go back to create a subtask under the newly created 'top outline
level' task, I don't see the new 'top outline level' task under the drop down
menu.

Please assist!

Create the new task at the top outline level
Make the new task a subtask of

More Information:

This is a weird one ... If I login to MS Project, and create a sub task
under the newly created outline level task, save it and then ask the user who
created the outline task using the project web access, to check the drop down
menu again, he can now see the outline task.

This is not going to work for the user. Since there is no way he can create
a sub task under the outline level task because he doesn't have MS Project
installed on this computer.

Is this a bug? How to fix this?

From your description, I think you are describing the New Task functionality
found on the View My Tasks page in PWA. When a team member creates a new
task, whether it be a summary task (that is the correct term for what you
call a "'top outline level task") or a subtask, the team member is allowed
to place the new task in any summary section of the project in which the
resource is already assigned at least one new task. That is why the
resource cannot see the summary task he/she just created: because he/she is
not assigned to any tasks in this summary section. Whether you like it or
not, this is how the tool works, and there is no way around this, I am
afraid. So, I think you will need to develop a new methodology of some type
for allowing team members to propose new tasks in their projects. Hope this
helps.
