No Record a Macro in Outlook 2003? Why not?

This is one inexcusable point against Outlook development team for the
2003 version. I've been waiting to see them implement this but it's
still not there. Why?

Most Office programs these days do not have a macro recorder. The exceptions are the document-centric programs like Word and Excel. The operations that people typically want to do in Outlook don't lend themselves easily to recording a macro.

I thought Office 2003 would implement a form of VB.Net. Did I hear
incorrectly on this or has Microsoft scaled back plans to include VB.Net
for Office?

You may have heard incorrectly. Microsoft has released a developer toolkit called Visual Studio Tools for Office that allows you to use ..Net tools to develop managed code templates and documents for Word and Excel only.
