No Ribbon on Publisher 2007

All other Office 2007 display Ribbons, but Publisher do not display ribbon.
Please Help.

Thankfully, both Outlook and Publisher were not subjected to that indignity.

Outlook does use the Ribbon for writing messages, but not for the main
interface, where it was decided that the current interface is a better fit.
