According to my research, by product design, the Exchange client and
Outlook is hardcoded to wait two minutes between displaying the new mail
notification sound. Thus, you may not be able to get the sound notification
during the two minutes interval. For more information, you may refer to the

Note: Based on my test, the limitation persists in Outlook 2002.
Due to this feature, after first displaying the new mail notification, it
will not display the notification for two minutes although there are new
e-mails coming. If you want to have the sound notification for all the
incoming messages, we can create a rule to fire the sound notification:
1. Click Tools->Rules and alerts.
2. Click New Rule.
3. Click Start from a blank rule and select Check messages when they
arrive, and then click Next.
4. Choose the proper conditions for messages that you would like to be
notified when they arrive. Do not check any boxes if you want to be
notified of all messages. Click Next.
5. Check the "Play a sound" box, and then click Ok and Next.
6. Add any exceptions if needed, and then click Next.
7. Type the rule name, and then click Finish.
8. Click Ok.
