Normal.DOT error message

We just recently upgraded MS Office from XP Pro to 2003 Pro on all our
builds. The builds already had Office XP Pro and we upgraded by inserting
the 2003 Pro installation CD and followed the prompts for a complete install.

On these new builds whenever anyone closes Microsoft Word, they get the
following error message:

Word cannot save changes to the global template because it was opened with
read-only access. Do you want to save the changes in a template with a
different name?

Under Tools > Options > File Locations the User Templates are pointing to
the default location of C:\Documents and Settings\<user name>\Application
Data\Microsoft\Templates. But there is no Normal.DOT template located in
this folder. Is this a known issue when performing upgrades from Office XP
Pro?

When I log in as Administrator (the user that performed the Office upgrade)
on the machine, it does contain the Normal.DOT template in the expected
location so the error doesn't occur. As a workaround I copied the Normal.DOT
from the Administrator to the user's template folder and the error message
went away. Is this the best solution for correcting all of our users'
problems or is there a better, easier way to fix this issue?

Just for some more background info, all users have Power Users rights to
their machines. They are also pointing to a network share for Workgroup
Templates. There are no Microsoft Word Global Templates and Add-Ins
installed.
