normal.dot file on terminal server 2003

Hello

I have taken over the admin of a server running Windows server 2003
configured as a terminal server. They also have office pro 2003 running on
the server.
When the users try and close word they get a message saying that the
normal.dot file has been opened by another user and would they like to save
the file.
I have uninstalled office and reinstalled office as per the terminal server
installation instructions from the microsoft site:

After this install the users still get the normal.dot file is in use message.

How can I get the office to allow all the users access to the normal.dot file.

Since they are using a terminal server they is only one hard drive.

Will I have to have create seperate normal.dot files for each user on the
server so the file is only opened by a single person?

There must be an easier way.

Sorry, I missed the part where you mentioned Terminal Server, and
I don't know anything about TS. If Word 2003 is installed on a
Windows XP computer with multiple user profiles, then each user
profile has its own Normal.dot in C:\Documents and
Settings\<username>\Application Data\Microsoft\Templates. Does
TS have a personal directory (or something like that) for each user?
