Normal.Dot - word 2003

Normal.dot is not saving when exiting Word 2003. Forcing the save works
sporadicly. There are no unusually addins which would prevent the Normal.dot
from being saved.

It may not sound like an unusual add-in, but the Adobe PDF Maker 7
add-in causes this behavior. Unfortunately in their infinite wisdom to
prevent their modifications from saving Normal.dot each time you exit
Word they simply programmed their add-in to discard all changes.
<sigh>

To workaround the issue either remove the Adobe add-in or use Shift +
File/Save All when you want to save your modifications to Normal.dot.
