not able to view header

I can not view/modify headers I have made in stationery I have created. Can
see in print preview, but not in print layout. White spaces between page is
checked on. There is a section break at the top of the page and if I delete
it I delete the header, but can't see the header to modify it.

Turn on viewing of all non-printing characters and put some space before
your section break. Why do you have a section break there in the first
place?
