Number List Won't Reset

Something has got to be wrong here.

I am using an existing template to create a rather large business plan.
Here is what I want:

Here is my first title
1. blah blah
2. blah blah
3. blah blah

Here is my second title
1. blah blah
2. blah blah
3. blah blah

What I get is:

Here is my first title
1. blah blah
2. blah blah
3. blah blah

Here is my second title
4. blah blah
5. blah blah
6. blah blah

When I go to item 4. and right click "Restart at 1" the program sometimes
goes back to 1 and sometimes does not. Either way, once I save and return
the numbered item returns to 4.

Why is this happening? Can anyone help me?

I would expect that the "out of the box method" would work but it apparently
does not. It resets the numbers only temporarily (until the next save or
print) or does nothing at all. And the LISTNUM leaves the the printable
value "0." on the page -- but I am not sure I am using the 'field code'
routine correctly.

I would prefer to not jump into VBA if I can help it -- and I am a software
engineer in my former life.

Any ideas?

BTW, this is Word 2007.

I understand what you are suggesting although the titles (headings) in this
case are not a numbered list or an outline numbered list but an actual
heading (Heading 4 in this case).

The headings don't have to be numbered, but they do have to be part of an
outline list (the numbering for Level 1 can be set to None). There may be
weirdnesses associated with having Heading 4 as Level 1--you might have to
set up Heading 1 as Level 1 and so on down the line, with your numbered list
as Level 5--but this *will* work.

Thank you, Suzanne. I will give it a try. I am sure it will work. Seems
like this is harder than it should be. BTW, the LISTNUM seems to work as
long as I can tell which level the numbers are currently in use. Wild.

In a LISTNUM field, you must always restart a specific level. If you
don't specify one, using the \L switch, Word will restart the top
level.

Correction: In a single-level list, Word will restart the only
existing level (obviously), but when used inside an outline-numbered
list, the restart applies to the next lower level.
