Office 2003 installs normally (run setup.exe) OK. I log in as domain admin.
When installing with a custom install, applying a TRANSFORM it fails with Error 1603. This apparently means look in the installer logs. In them the only significant things I can find are:
Info 1402. Setup cannot open the registry key UNKNOWN\Products\9040110900063D11C8EF00054038389C\Usage. Verify that you have sufficient permissions to access the registry or contact your Information Technology department for assistance.
Info 1603. The file C:\Program Files\Common Files\Microsoft Shared\Web Folders\1033\NSEXTINT.DLL is being held in use by the following process: Name: explorer, Id: 532, Window Title: 'Program Manager'. Close that application and click 'Retry'.

The install works fine on my test machine (the same setup, of course) but anywhere else it fails.
