Office 2003 Error 0xc0150002

I just installed Office 2003 on my Windows XP home computer. Now, when
I try to run Outlook, or any office program, I recieve an error like

I read on some other websites that people have had luck by upgrading
their system to SP1a or SP2. I am very afraid to do this, because the
last 4 times I have tried to install a Windows service pack, it has
resulted in my computer being stuck in a reboot loop, and I have to
completely format my drive. I can install every update from Windows
Update, but just not the actual service pack. I cannot afford to
install another service pack, and lose my data again, but I need
Outlook, and Office 2003. I have already tried uninstalling and
reinstalling Office, but to no avail. Perhaps my McAffe VirusScan 05'
could be the issue?

That is my exact situation, except I use Windows XP Home edition.
