Office 2003 not recognizing Office 2000 mail merge format.

I have recently "upgraded" from Office 2000 to Office 2003 and can no longer
get my mail merge documents to run properly. I have to run the "mail merge
wizard" everytime I access my mail merge database just to get the mail merge
tool bar to enable.
Please advise.
