Can I purchase Microsoft Office 2003 proffessional with
contact data program and run it on my desktop that is
2000me or my laptop that is Windows 98. OR do I need to

There is no such OS as 2000 ME - I am going to assume you mean Windows ME,
in which case the answer is no, ditto to 98.

Office 2003 *requires* Windows 2000 SP3 or later or Windows XP (I would also
assume it will run on 2003 Server). It will neither install, nor run, on any
other operating system.
