Office 2003 Service Pack 2 - ??Legal Reasons??

I am a Microsoft Licensing Customer, and in my recent CD shipment I received
MS Office 2003 SP2, which was expected. Along with this media there was a
letter enclosed stating "Enclosed is a CD containing Service Pack 2 (SP2)
updates. If you are using Microsoft Office Professional Edition 2003 or
Microsoft Office Access 2003, installation of SP2 is required for legal
reasons." ...

"Legal Reasons" ?!?!

Can anyone elaborate on what those reasons are. What if I don't install it
:p ? Am I breaking the law? Or allowing MS to violate some anti-trust
agreement?

Just an educated guess here, but I'd say since the license refers to
Office 2003 SP2 then you also need to apply the Office 2003 SP2 patch
to comply with the EULA in your license agreement.

Of course I'm not 100% certain and if you want the 'legal answer' then
a call to Microsoft would be your best bet.
