Office 2003 - Shortcut Bar?

Where did the shortcut bar go in Office 2003? I use that thing all the
time, and now it's gone. Any way to get it back? Does Micro$oft know what
I like better than I do?

The "shortcut bar" was discontinued after Office XP. Relevant posts can be
