office 97 won't install on windows xp

trying to install original office 97 on my new xp machine and it won't run.

I get a partial microsoft office 97 setup screen that shows "arting, please wait".
Nothing happens.

Task manager shows it as "not responding. "
End task results in "system error: request to end selected 16 bit task has timed out". End task points to NTVBM.exe

Also got "Windows 16 application launcher encountered a problem" message pointing to woexec.exe and module wow32.dll.
