Office bar sometimes isn't the border

99% of the time, when I open full screen windows, they fit in with my office bar
on the right. But occasionally, I will have a windows session where
everything opens up over the Office bar. Rebooting fixes this.

What causes this? Is there a way to fix this without rebooting?

Log off, Log ON or sometimes Kill and restart explorer.exe. This problem
was corrected in Office 2003.

My office got half of the computers converted before they were told to stop
until some issue was resolved. So I'm using the old office.
