Office Clipboard 2003

When using Word 2003 I have the office clipboard set up to show clipboard
automatically. But when I do a copy the clipboard only come up if I have the
ctrl+C twice setting enabled and hit ctrl+C twice. Should it not be coming up
automatically? Is it not supposed to come up when Edit > Copy is selected? Is
there a way to force this behavior?
