Office Picture Manager File Types

I have users that access a PC to look at pictures. When they click on the
picture it asks them to "open with" everytime. Then if the user goes to
TOOLS menu there is no option for file types. When an administrator opens a
picture on the same machineit may ask the first time which program you would
like to use. After which it alway uses what you have chosen. The
administrator also has the option in the TOOLS menu of FILE TYPES. Any ideas
on how I can get the users to default to Office Picture Manager?

an "open with" option when you right-click the file (as described in that
FAQ)?
