Picture Manager is what it says "manager" not an editing software per se

To do what you want you would need to aquire some photo editing software
Microsoft has several versions (from 50-100.00
Adobe Photo Elements, approx 100.00 (free download to evaluate
JASC Paint Shop Pro 8 approx 80.00 (free download to evaluate)
