Office shortcut bar buttons fail after reinstall

We are trying to reinstall Office 2000 and Publisher Xp
and after uninstallation and reinstallation, the shortcut
bar buttons fail. Also the pip, acl, ost and pab files
are no longer associated with any applications (among many
others). Any idea what we can do to fix this?
