Office Shortcuts missing in other XP profiles... why?

I recently upgraded a Win XP Pro machine with Office 2003 from the local
College Campus CDs that Microsoft provides Students. You guys all know what
I mean - the IUWare CD's.

At any rate, we logged in as the Admin Account - and un-installed the
previous Office 2K software and then ran the IUWare cdroms. Everything was
fine "until" we decided to try and log on as a secondary User Account. Then
in an attempt to simply open up a Word document - it responded with NO
SOFTWARE INSTALLED.... We were not successful with accomplishing anything
until we did a simple search on the Hdd (C:\) and found a link (active .exe
icon) - we created a shortcut and was then able to use the Office software
under that profile. BUT, the normal link under Start | Programs | Microsoft
Office | Word, Excel, PPt, etc will not work normally.....

Question - Has anyone else found this as an issue?

Install scenario used - was to run a CUSTOM INSTALL - select "run all
programs fom my hard drive" - the option you can select on the listing of
items when accomplishing a CUSTOM install....

On previous Office 2K installations - this cures issues about things like
the OSB, etc. I also noticed that there is NO OSB for 2K3 Office
installations... So, I gather to get that back, I would need to re-insert
the 2K disk and grab it
from there? Odd that MS would eliminate the OSB from 2K3 as an option...

Has anyone seen the behaviors I speak of? Is there any resolution?

What part did I.... a) skip.... or b) miss...?
