office xp to office 2003

When I load office 2003 on a computer that has office xp on it, office is not
upgraded to 2003. Additonally, only one person who uses the computer can
access office 2003. I have a volume site licence # for 2003. Also, I have
made the selection when loading 2003 for all users to be able to use it.
