Office2000 shortcut bar disappearing

I have my Office 2000 Shortcut Bar set to Always On Top and AutoFit into
Title Bar. I'm using this with Win98SE. Every time I launch a program, the
bar disappears. I can go to the Program Menu and relaunch the shortcut bar
and it will behave. Is there something I've missed?

setup, startup, and exit behavior is different from earlier versions of
Office". My guess is that you don't have a shortcut to OSA9.EXE in your
Office startup folder.
