OL 2000 stops responding after clicking on Standard toolbar.

My OL 2000 stops responding when I click on any option on
the standard toolbar. I've been trying to access - Tools,
options or services and modify some settings.
I can access the configuration in the control panel but
cannot access anything on the standard toolbar.
How do I resolve this problem?
