OL 2002 error 0x80040116

Error 0x80040116 pops up whenever I attempt to send or
receive email. I have run Chkdsk to no avail. I have
also tried to run Inbox Repair Tool but message pops up
that Outlook.pst is not accessable. OS is Windows XP
Professional. Thanks in advance for any help.
