OL2000(CW/SMTP): Mail from Access-app only sent after sending a secondmessage

Situation at one of our customers:

An Access-application is sending mail message with attachment and a
BCC-recipient via OLE (i.e. CreateObject("Outlook.Application") etc.).

If Outlook is not running already, the message will not be sent
immediately. If Outlook is started at that point the message is still in
the Outbox (even though it will then be sent immediately as OL is
configured to send/receive on startup).

If the app now sends a second message (without having started Outlook
intermediately) the first message will finally be sent but now the
second message is stuck in the Outbox and will not be sent until yet
another message is sent from the app.

Setup is Corporate/Workgroup-mode using an Internet Mail account against
a POP3/SMTP server. Outlook 2000 is running on W2K-Pro workstations and
inside Citrix sessions on a W2K3 Server.

The problem does only appear under certain yet unresolved circumstances.
In any user/workstation combination it will reproducibly only work
either always or never but if the same user tries on a different
workstation or if a different user tries on the same workstation the
result might be different. Deleting and recreating user accounts seems
to have no effect on the issue. The cases where immediate sending works
are however a clear minority.

Any ideas?
