on b/w picture can I add color to eyes?

My dtr has green eyes. Can I make them green in a b/w picture?

You could add green eyes with an image editor...Photoshop, etc. I don't
think you'll get believable results trying with Publisher.

If Publisher is all you have, create a shape with the freehand tool, fill it
with green and set the transparency to something that will look okay. No line.
