In Microsoft Project 2007, click Tools - Customize - Toolbars. Click the
Toolbars tab and make sure you have the Standard, Formatting, and Menu Bar
items selected. Click the Options tab and select the "Show Standard and
Formatting toolbars on two rows" option, and then click the Close button.
You should see the Outdent and Indent buttons at the left end of the
Formatting toolbar. Hope this helps.
