Once I create a template, how do I then add text.

Publisher is FRAME BASED.. if you want to get something on the page, go to
INSERT and select whatever object is required.. in the case of text, you
will select TEXT BOX.. you then drag out the text box to the required size,
and then you type within it..

In addition to Mike's reply, if you are just looking to type up a quick
letter, you can open to a blank publication, then just start typing. It will
automagically create a page sized text box (withing the default layout
guides).
