One resource, lump sum contracts, multiple tasks within one projec

I'm relatively new to Project and I have a question. We have subcontractors
for each project that are on contracts not tied to a rate. Their contract
might cover multiple tasks that require different amounts. For ex. they may
handle stormwater for $100K and curb and gutter for $500k in one project.
How would I set these resources up?

Set up a material resource with a cost/use of $1. Assign as many of them as
needed. So, if i am crane operator I can be assigned "Storm Sewers" for
$100K (100,000 units) and then to Hillside Grading for 25,000 units ($25000)
