online content help in office 2003

The default behaviour for office 2003 is when one uses F1
Help if the system is online it searches online first,
and then moves to an offline search. I'm attempting via
the Custom Install Wizzard to disable the online content
search. I've found where I think this should be done;
In step 10 of 24 under microsoft office 2003 user ->
tools options general search -> online content options.
I've tried all 3 settings there and i get no change from
the default behaviour. I'm looking for where i can
simply disable (uncheck) searching online even if the
system is online.
