Opening a url from outlook inbox item

When I click on a URL in OUTLOOK, I do want to ALWAYS open
it in a new window. Is there some option which allows me
to do this?

Note: I would also like this to happen whenever I click on
a URL shortcut on the desktop on in my favorites folder.
