opening URLs

When attempting to open URL in an email, first I got
a "locate browser" window and a blank Explorer window. I
now get two Explorer windows, one blank and another which
opens the URL. How can I stop the blank Explorer window
from opening without changing the other window? I've Run
regsvr32 urlmon.dll and checked folder options > file
types > for (NONE) URL:HyperText Transfer Protocal and
the settings are correct. Help.
