Operation Failed

I have a few users who are receiving the error
message "Operation Failed" when they try to open
attachments but it only happens occasionally and after 10-
15 minutes it will let them open the attachment. Any
ideas on what is causing this?

We are running Outlook XP with Exchange 2000 Enterprise
Edition and TrendMicro Antivirus and TrendMicro Spam
filtering software.
