Out Of Office Assistance

Here is the situation:
I have out of office assistance on and it works. People
that e-mail me get my auto-reply instantly when they send
me an e-mail. If the same person sends me a second e-
mail they will not get my auto-reply. Users are only
getting my auto-reply for the first e-mail message they
send to me. If they send a second e-mail message to me
they are not getting my auto-reply message. It is
working like this for each and every user.

Is this the way it is supposed to work?
Is they any way to edit the behavior of this function?
