Out of Office external sending with exchange 2003

We have Exchange 2003

I see where we can globally set exchange to allow out of office to send to
Internet Recipients, but what if we just want to turn that on for an
indivdual only?

I see that Exchange 2007 has that capability in Outlook, out of office
assistant, but there is no option like this in 2003.

Can out of office be set to send to Internet Recipients on an individual
basis in Exchange/Outlook 2003? Thanks for your help.

No. You can control who they go to based on send connectors (i.e., you can
create connector for all microsoft.com domains that allows OOF and RR while
the Default connector doesn't allow either) but I don't think there is
anyway to control who uses the send connector - you can't configure it so
only a user or group can use it.
