Outbox not clearing out

We have a user here that is setup to get and send mail for
her account, as well as another user. It is setup into an
Exchange server. Her own mail works perfectly all the time.
The mail for the other user that she also is responsible
for doesn't always behave properly.
She will write mail as that user, and then send it. It
will show up in that user's Outbox and then sit there for
several days. If you open it, it will say in that message
that it has been sent and there is no "Send" button in the
message - but it stays in the Outbox and the outbox shows
that there is a message in there.

We don't care too much that she has the message in there
or not - the larger issue is if the message is actually
getting sent out or not. Is there a way, aside from
calling the client that it was to go to, to find out if it
has really sent? Is this a well known issue?
