Outgoing Messages with Attachments Hanging Up

Recently, I can't seem to send outgoing messages with an attachment to
get sent out. They just hang in the outbox, and the "send/receive
progress" dialogue box indicates that the operation has timed out.
What might be the problem or where should I start troubleshooting?

Start with disabling/uninstalling your virus scanner's integration with
Outlook. It's a known cause for various send/receive issues.
