Outlook 2000 and Exchange 2000

Windows 2000 Server Sp3 and Exchange 2000 Sp3.
When any user in Outlook clicks on
File - Open - Other Users Folder
They can select any name from the list and view anyones e-mail.
I need to know how to stop this and only allow the admins to have this
option.
I have checked the premissions and everything looks good , but I have
to be over looking something. Please any help.....

This is not default behavior - someone has modified the permissions,
probably using a group that shouldn't be there.. See MS KB 262054 for help -
it describes how to grant the access, but should work in that it will show
you where to look to deny the access.
