outlook 2000 can't install "Bad Image"

When I try to instll outlook 2000 a message pops up and
the program crashes. The message says Bad Image and
then "The application or DLL C:\Windows\System32
\msoeacct,dll is not a valid windows image. Please check
against your installation diskette." I have tried
reloading and repairing..

Outlook uses some of the files from Outlook Express and Internet

The MSOEACCT.DLL is an Internet Explorer dll:
