Outlook 2000 change default new message page

Anyway to change the default page for a new message.

I want the new message page subject to have a default message i.e "
attached the information you requested" The default is blank. having to type
in the subject with each new message is a waste of time.

I have tried to design a form but have not figured out how to have the form
act as the default new page message page.

So, I'm thinking why not locate where the default message form resides
within outlook and change it.

Would that work?? Or any other ideas out there??
