Outlook 2000 Contacts Email Address Sorts BY First Name Not Last Name

When I open my Contacts to send an email it sorts by first name not last
name.
How can I change the sort so it displays contacts by last name?

Tools>Services. Highlight "Outlook Address Book". Click Properties.
Change the sort order there.
