Outlook 2000 - Customize Outlook Today button not working

When I click on the Customize Outlook Today button nothing
happens. It should open up a configuration window.

I've got exactly the same problem and I'm stumped. I've
been through the knowledge base and found nothing. I
hope someone knows the fix.
