Outlook 2000 keeps running

Outlook 2000 will keep receiving emails after the program
has been shut down. Task manager shows no procees for
Outlook running and the system is spyware/virus free.
What can cause this and how can it be fixed? I have tried
reinstalling and repairing Office but that didnot work.
