OUTLOOK 2000 WILL NOT SHUT DOWN CORRECTLY

My Outlook 2000 does not close down completely, and often prevents me from opening IE6 until I shut it down with Ctrl-Alt-Del and 'end task'.

Can anyone suggest any fix for this? 'Detect and Repair' does not make any difference.
