I am using Outlook 2000 (no exchange server) and I somehow
set aqn out of office message and now I can't turn it
off. I have looked through EVERY option on Outlook but
cannot find where I originally set it or how to turn it
off. Any Help?

Have you looked in the Rules Wizard? If you don't have Exchange Server, you
couldn't have used the Out of Office Assistant -- it's not available to
standalone Outlook users.
